Pincio Terrace is a popular viewpoint that showcases several iconic landmarks despite not technically being one of the renowned hills of Rome. From this terrace, you can look out all the way to St Peter's dome on the north side and the EUR district to the southwest.
Taking panoramic shots of the city from this point is easy, though you may have to wait your turn. The best photography spots are often quite popular with travellers. You'll be able to experience all of this yourself just east of the Piazza del Popolo, from which you'll find a staircase up to the terrace.
